No license required to consume reports using publish to web capability Test Administrator’s Hub: Power Apps per app license for users Note: Power App per user license is an alternative option; Dataverse capacity and Power Automate capability are included in Power Apps per app and Power Apps per user licenses. Requirement for a Power Automate per flow license to be evaluated on a case-by-case basis. E.g., potential scenarios (not exhaustive list) where an implementation requires (a) testing of greater than 50 individuals per day, (b) Sending Portal invitations to guardians in bulk or (b) a workflow to automate creation of student or guardian records from the student information system or CSV.
