Communication Sites
If the site you intend to have the Announcement PopUp on is a communication site, you must activate Team Collaboration Lists feature in order to use Announcement List app. This feature is not activated by default on Communication site but activated for Team sites.
- Click on Settings icon
- Select Site information, then View all site settings
- Go to Manage site features under Site Actions
- Click enable button for Team Collaboration Lists feature
